KDE lock down

Greetings,

I am using KDE in an administrative capacity and would like to lock down the
KDE menus.
I plan on rolling out KDE as a "thin client" type desktop. I would like to
remove certain things from KDE so that my users
cannot add applications to their desktops. I would like a single standard
desktop.

I am using KDE 3.1.4
How do I edit or disable the right click menu when clicking on the taskbars
/ panels and applications?

Any help would be greatly appreciated.
