per-application language settings?

In KDE 3.2.2 is it possible to override a regional/language setting for
a particular application? Say I want the default to be English, but the
korganizer application to use German date/time settings. The settings
in the control center affect every newly launched application (of course).
Any cmdline switches or ENV variables to play with?
