I don't know what's wrong with admin...but I told you wrong on this one too 
(you starting to not trust me???)  It's kdeutil - not kdeutils.

BTW - when you are building the gstreamer bindings, you need to make && make 
install in kdeutil BEFORE you make && make install in gst...

Looks like it's an order thing...I've been working on getting it going for a 
couple of days now - so I didn't remember all the steps that I took...sorry.

Try this:  (It should work, I just tested it)

cvs -d :pserver:anonymous at bluemchen.kde.org:/home/kde co -l kdenonbeta
cvs -d :pserver:anonymous at bluemchen.kde.org:/home/kde co -l kdenonbeta/gst
cvs -d :pserver:anonymous at bluemchen.kde.org:/home/kde co -l kdenonbeta/kdeutil
cd kdenonbeta
cvs co admin
make -f Makefile.cvs && ./configure --prefix /whatever/your/kde/prefix/is
cd kdeutil
make && make install
cd ../gst
make && make install

re-emerge juk (kdemultimedia)
