Lost keystrokes to application

I'm on KDE 3.1.3, Mandrake 9.2. I'm writing a mainframe terminal emulation
program that needs to use <ctrl><shift> + F1...F4, but the application
never receives the keypress event. F5...F12 work OK. What is KDE doing
with my keypress? It works fine in GNOME. There are no 'shortcuts' mapped
(in Accessibility, KDE control center). Is there somewhere else I need to
look?
