IIRC, the default for most VNC software (you didn't say what either computer
is running) is to disable keyboard/mouse control to remote connections. If
your running the kde vnc server, a dialog should appear on the server after a
client connects (or begins the connection rather) that asks whether or not to
allow control. I don't think there is a way to set the default.
For all other servers you could easily google for more info ;)
