kde system sounds

Actually, my ~/.kde/share/config/knotifyrc had false
there:

[Misc]
LastConfiguredApp=KDE System Notifications

[StartProgress]
Arts Init=false
KNotify Init=true
Use Arts=false

I changed it to true and it works fine now.  I guess
the control center didn't update it.
