Pop-up browser windows while using tabs

In KDE-3.2, when I select:

Web Behavior::Open links in new tab instead of new window

Pop-up windows open in new tab rather than in a pop-up window.

Is this a bug or a feature? :-\

If it is a feature, I think that it should be configurable.
