javascript pop-ups

In KDE3.2Beta2 it seems all popups open in a new tab rather than a
pop-up window. Is this configurable? The behaviour section of the
configure konqi dialog doesn't seem to have a setting for tabbed
browsing any more, but is still mentioned in the manual.
