Eliminating horizontal scroll bar in KDE apps

Are you referring to the bug below? Upgrading KDE to the latest version will 
fix that.

Permanent Horizontal Scrollbar in Konqueror, KMail, KHelpCenter: Bug 61730 
describes a problem that was introduced due to a misapplied patch during 
backporting. Will be fixed in a 3.1.3a update shortly.
