Yes, there's a plugin for developing in PHP, I'm using it at the moment for a 
very small project.  How well it compares to "real" PHP IDE's I don't know, 
as I've never used one.  Anyway, you get all the usual KDevelop features like 
CVS/Subversion integration, code completion & hinting, documentation tools, 
etc.  You can choose whether to execute your scripts by calling the php 
interpreter directly or by using a webserver.

I'm using KDevelop 3.3.1, but I'm pretty sure earlier versions had the plugin 
as well.  Check it out at http://www.kdevelop.org .  Once installed and 
configured, you just use the project wizard to create a new PHP project 
andimport any files you need.
