This was part of the solution thanks.
I don't know why I didnt' check kdebase directories
along with qt. /etc/xdg was 700 along with a bunch of
others I didn't write down.
Other users, check what was installed with:
rpm -ql kdebase
rpm -ql qt
Follow JRT's instructions for permissions.
And the final step was to remove users' ~/.kde
directory and replace it with /etc/skel/.kde
On a side note, 3.2.1 is a *very* slick and polished
package. It has its kinks, but its the most
impressive Linux desktop I've dealt with. The
Kontact/Kmail integration looks especially promising.
