In your case, you could just switch to the Spanish keyboard and type:

	¿Que pasa?

But, it would be nice if there was a way to add special characters that 
aren't on the keyboard.  Without having to resort to: KCharSelect.  I would 
like if for math symbols.

It doesn't matter if it is a KDE application if you are changing the 
keyboard layout/keyboard action.  When you change the keyboard layout, you 
automatically get the "compose" keys.
