Problems with my styles and designer plugins

Hello people,
I have just compiled KDE 3.1.3 and i am having a bit of trouble with it. To 
compile the 3.1.3 i used the user root and installed it in /usr/local/
kde3.1.3. The biggest problem is with my styles. As a normal user ( not 
root ) in Control Center / Style i only get the  build in QT styles and none 
of the KDE styles. This does not happen as root. As root I get all the styles 
that I have installed. The problem extended to my former KDE version that I 
kept installed on my system (KDE 3.1.0). The former verision of KDE worked 
great but know I only get QT styles in this version also. 
Considering also the fact that I get this  message when I try to configure and 
compile thinkeramik:

--------------------------------
checking for KDE... libraries /usr/local/kde3.1.3/lib, headers /usr/local/
kde3.1.3/include
checking if UIC has KDE plugins available... configure: error: not found - you 
need to install kdelibs first.
--------------------------------

and knowing that Designer/UIC plugins are under /usr/local/kde3.1.3/lib/kde3/
plugins/designer and the styles are located in /usr/local/kde3.1.3/lib/kde3/
plugins/styles I an thinking that the problem is the same... but I just don't 
know what it is. If anyone has any ideea I am more than willing to try.
