Question about sound on kde.

I'm running on Red Hat 9 which means I'm running kde 3.1

I have a small click that's programmed to play when I move my mouse from 
one window to another. If I move moy mouse around quickly I only get a 
click about once per second. This used to work very well. It used to click 
away like a trooper.

Is this a bug in kde or is this the way it's now supposed to function or 
should I be supplying more information?
