but i cant understand what you mean with that, can you explain in other words?

i choosed to instal kde in /usr/local/kde3.1.4, and i just did make install in 
~/konstruct/i18n/kde-i18n-pt and appeared the kde installed in 
/usr/local/kde3.1.4

is need to do more make install?

And i choosed to use thw qt3 i have from mandrake9.2 and konstruct just 
downloaded this file qt-x11-free-3.1.2.tar.bz2

do i need to specify (esport) any VAR to qt3 ?
