Logging out of KDE - 2 different dialogs

Can anyone explain the following KDE oddity? When you choose Logout
from the K menu, and you have your computer set up to automatically
log in when it starts, you get a dialog that says "Logout" and
"Cancel". However, when you login with the usual login dialog, then
select "Logout" from the K menu, it gives you the choices of Logout,
Restart, or Shutdown. Is this a bug or is there some kind of weird
reasoning behind this policy?
