kdm graphical login - configuration

Hi all,

I have reently changed my init runlevel from 3 to 5 thus allowing graphical 
login using kdm as the login window. (SuSE 8.0)

I want to change the shutdown options so that only specific users ( root 
included ) can shut down the system.  I am setting up the main computer as a  
server for remote X terminals and I do not want users at the X terminals to 
be able to shut down the main computer! At present any user can shut down the 
system.

I have attempted to change the setup of kdm using administrator mode, but no 
changes seem to be recorded.  In what file is is the configuration kdm kept.  
There is a file /etc/opt/kde3/share/config/kdm/kdmrc but that seems to be 
unaffected by changes.

There is a file /etc/sysconfig/displaymanager with an entry 

# KDM_SHUTDOWN determines who will be able to shutdown the
# system in kdm. Valid values are: "root", "all", "none", "local", "auto"
#
KDM_SHUTDOWN="root

but there is no apparent effect.

Can someone point me in the right direction?
