Sticky window on open

How can I make the window for a certain app start up sticky?

In a previous version of KDE I had in my .kde/share/config/kwmrc the lines

[Sticky]
stickyTitles=StickyEmacs,xbiff,
stickyClasses=

And then when I had X start a window with title StickyEmacs or xbiff
they started up as sticky. How do I do this in KDE3.1-11 ?
