Problem with Kde Panel Applet clock (timezones)

Look in kde's /config sub-directory and look at the permissions.  Some 
program I installed set a few of mine to root:root, which kept any 
changes from being saved.  By changing them to my own <owner>:users, my 
changes stuck.  If this is the problem, please let us know.
