kdebase refuses to build without being forced, meinproc not understood in make phase

I have deleted as much of KDE as possible and have rebuilt arts 1.1 and 
kdelibs-3.1 successfully without error.  KDEbase is a different issue.  
Make crashes so:

Making all in konsole

If I was to force it with 
make -k
none of my Konsole apps would work.

I would like to build it without forcing it.  

What has gone wrong above because I do not know where to look for the 
quoted &SuSE string.
