KDE Languages conflits (over RedHat)

Well, can someone help me to configure, "PORTUGUESE" input language, without
lost my original keyborad layout (US INTERNATIONAL) ?

RedHat has only the following language configuration phases:
1) Keyboard language
2) System language

But, the others systems, has 3 phases:
1) Keyboard layout (RedHat phase 1)
2) Input language (RedHat phase 1)
3) System language
