Hinder no root users to modifyng the kde desktop, task bar, ...

Hi,

      I have some linux box with KDE 3 and 3.1. I would like to setup kde to
hinder no root users to modifyng the kde system. They can only execute
applications but, can't modifyng desktop, task bar, so on. How can I do that
?
