At KDE Control Center, you can configure your keyboard BUT KDE DONT OFFER
SUPPORT TO CONFIGURE DELAY AND REPEAT RATE. You will need to change it at X.
(I dont know if exist an especific app that configure "advanced" keyboard
features other than for X)

YES, I prefer no navigate between Desktops (CTRL+TAB, I dont remember now),
but you can use Control Center to change "Global Shortcuts".
