WheelSwitchesWorkspace=true? no...

Hi all!
i am using slackware 9.0 and kde 3.1.2

i can not switch workspaces with the wheel, scrolling with the wheel 
works everywhere though.
i have read in the changelogs that theres a config option in one of the 
preferences panels to enable/disable wheelmouse-desktop-switching. but 
its not anywhere here. i have edited ~/.kde/share/config/kdesktoprc 
manually without luck though.

Any ideas? thank you!
