stationary menu/window list

Just wondering...

When I type my keyboard shortcut to bring up the menu
or the window list, they always come up where the
mouse cursor is currently located.

Is it possible to configure this so they come up in a
preset location?  (i.e., not follow the mouse cursor).

Has this drivin anybody else nuts?
