default charset

hi,

where can i set the default charset used for displaying purposes in kde 3.1 
especially used in kmail for displaying emails? 
I am using Suse 8.1, KDE 3.1 and KMail 1.5. 
I've set up Suse (and KDE) with english language and it seems the charset used 
for displaying emails is us-ascii also if the message header includes 
Content-Type: text/plain; charset="iso-8859-1"
Until i've only found out, how to set the default charset for composing 
messages in KMail.
