Support for portuguese / redhat 8.0 / kde 3.1

Hi, 

I have upgraded my installation from 3.0.x to 3.1 and
since this i ve noticed that all texts with special
such as (using html code here) � � � etc apears as
strange ones in netscape/konqueror/quanta so on.
I am attaching a small picture where you can find a
square simbol but the text (read in other system)
actually has ã

I have the Option  "XkbDisable" in my X11Config and
xkbdconfig set to us-acentos.

What should I do ?
