kstart and konqueror

If I issue:-

kstart --desktop 5 konqueror http://www.kde.org

from desktop 1, konqueror appears on desktop 1 not 5.  If I start knode,
kmail, or even a wrapper script for starting Lotus Notes under wine they
all start quite properly on the desktop I tell them to use.  This 
happens both with KDE 2.2 and 3.1.

Any ideas?
