It seems to me that emerge thinks it already has everything 
installed that's needed by the kde package.

emerge --emptytree kde 
will force it to recompile any dependent package but I 
don't recommed it in your case as it would recompile a 
lot of other stuff that's prefectly ok.

You can specify the packages separately: 

emerge arts kde-env kdelibs kdebase kdenetwork kdegames \
kdemultimedia kdeaddons kdepim kdegraphics kdeadmin \
kdetoys kdeutils kdeartwork

If you want you can add:
kdeedu kdebindings kdesdk kdevelop kdoc
(education and software development packages)
