cant find java library

while attempting to compile kdebinding-3.0.4 the configure script was unable 
to find libhpi.so. it found the rest of the java installation (currently 
using 1.4.1_01.

any ideas what is going on? my base install if it is important is rh8.0, with 
a stripped down version of kde installed.
