configure script for arts

Hi

I downloaded cvs versions of qt, kde-libs and arts yesterday. the kde-libs 
COMPILING file and all the online guides say to run ./configure in the 
kde-packages. But the arts directory doesn't have a configure script. Where 
can I get one ?
