kdelibs compiliation error in 3.0.4 and 3.1beta2

I've been trying to compile 3.1beta2 and now 3.0.4 on a RH 7.3 Intel system.
With both versions, my compilation of kdelibs fails during a link phase to
find syslog as used in kdebug.o :

.libs/kdebug.o: In function `kDebugBackend(unsigned short, unsigned int,
char const *)':
.libs/kdebug.o(.text+0xec0): undefined reference to `syslog(int, char const
*,...)'
collect2: ld returned 1 exit status
make[3]: *** [libkdecore.la.closure] Error 1
make[3]: Leaving directory
`/mnt/gig80/usrlocal/src/kde3.0.4/kdelibs-3.0.4/kdecore'
make[2]: *** [all-recursive] Error 1
make[2]: Leaving directory
`/mnt/gig80/usrlocal/src/kde3.0.4/kdelibs-3.0.4/kdecore'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/mnt/gig80/usrlocal/src/kde3.0.4/kdelibs-3.0.4'
make: *** [all] Error 2

This is probably a simple problem to solve, but it hasn't become obvious to
me yet. Any help appreciated. Thanks.
