GnuPG and Taskbar clock

Hi,
  I'm running Mandrake 8.2 with all the upgrades, and KDE 3.0.3.
It's really a nice system, save a couple of issues I can't seem to resolve on 
my own.

GnuPG
   I have GnuPG installed, and KMail recognizes it and is set up to use it.
It is set to "Automatically sign messages using OpenPGP", but refuses to do 
so.
I really don't know what else to do, so perhaps somebody can divulge the 
"secret" to getting this to work ? ;-)

Taskbar clock.
   This isn't earth-shattering, only annoying.   My system time is accurate, 
and has a new battery, but KDE refuses to display the correct time "most of 
the time".  Once in a while, it will be accurate, but 98% of the time it's 
off by hours and days.   It's been reset several times, and once I do it, it 
stays put until I reboot, and then it goes "whacky".   Can anyone help on 
this one?   ( This has only started since upgrading to 3.0.3 )
