KDE Keyboard Tool doesn't work?

KDE 3.0.0-10 (RedHat 7.3) Keyboard Tool doesn't work?
I have it rotating amongst various UK and US keyboard layouts,
but shift-3 is still always £ and never # (in Konsole).
what do i need to do?
