where is the keyboard shortcut configuration in kde 3.1 beta2

hi, all 
I installed kde 3.1 beta 2 by compile the source code on Redhat 8.0, and when 
I start kcontrol I can't find the shortcut configuration pane, I want to 
change some config, but I don't know how to do?

any help are appreciate.
