It's a snapshot of pre-3.1, pretty much the same thing as the snapshots you 
can fetch from TrollTech's ftp site, sometimes with some patches that we are 
tsting and hope Trolltech will accept into the release.  

For the most part though, it's just Qt, in CVS as a convenience measure to 
make it easier for people working in KDE CVS to keep an up to date Qt around.
