Compiling kdebase (kde3.1 rc2)

Hi 

I am trying to compile KDE 3.1 rc from cvs on Debian Woody. Arts and kdelibs 
compile fine, but kdebase errors with a bunch of docbook errors e.g.

index.docbook:263: error: Entity 'install.intro.documentation' not defined
&install.intro.documentation;
                            ^
index.docbook:265: error: Entity 'install.compile.documentation' not defined
&install.compile.documentation;
                              ^
index.docbook:269: error: Entity 'documentation.index' not defined
&documentation.index;
                    ^
make[3]: *** [index.cache.bz2] Error 1
make[3]: Leaving directory `/home/aps02ts/dev/kde/kdebase/doc/kate'
make[2]: *** [all-recursive] Error 1
make[2]: Leaving directory `/home/aps02ts/dev/kde/kdebase/doc'
make[1]: *** [all-recursive] Error 1
make[1]: Leaving directory `/home/aps02ts/dev/kde/kdebase'
make: *** [all] Error 2

I do have the docbook debs installed. Can anyone tell me how to fix this?
