Like Dave said will work, but NOTE that this basically turns security
off.  

This is probably OK if you have a dial up ISP.  Otherwise, you should
figure out how to add authorized users.

Alternately, you can disconnect KPPP from PAM by deleting the link:
"/usr/bin/kppp" that points to: "consolehelper" and replace it with a
link that points to: "/sbin/kppp".  You need to create a group (call it
what ever you like): kpppusers.  Change the permissions of: "/sbin/kppp"
to root:kpppusers:660 and set the SetUID bit. And, remove the file:
"/etc/pam.d/kppp"  Your paths may be slightly different and you might
need to change the permissions for the TTY device (ttyS?).  

If you don't want to actually delete the stuff, just add something to
the name.  E.G. mv file file.save
