Same here (kde cvs head 1,2 week(s) ago I think)
The problem is in $HOME/.kde/share/config/ksmserverrc
Remove the line with the program which starts with restartCommandX
Maybe you have to reorder the numbers. Than logout without saving the session.
If you save the session it will be again in the file even if the program
doesn't run ;)
