How to install german KOffice ?

Hmm, I don't know if koffice has it's own i18n subtree or if it is part of 
the kde-i18n module.
(I think it has it's own because it has it's own releaase schedule).

I'm not sure why you need to have the i18n package from cvs. Are you a 
translator?

Anyway, I think this might work.
Try to find the subdirectories of the app in question in KDE's cvs (use 
webcvs for that)

then:
#> cvs co -l kde-i18n
#> cvs co -l kde-i18n/de
Now assuming  how the subdiretories might look like in the de submodule
#> cvs co kde/i18n/de/docs/program
#> cvs co kde-i18n/de/messages/program
etc
