Yes. kde at kde.org is "for KDE users with questions strictly about KDE" 
and not for development or usability questions. I guess most developers 
don't read kde at kde.org. Therefore you won't get useful answers here.

You can always send messages to kde-core-devel. Read-only only means 
that messages from people who don't have write permission will have to 
pass the moderator.
But please not that kde-core-devel is "for developers. The discussions 
on this list are limited at KDE libraries development, CVS and other 
central development issues."
This means that your question about desktop background configuration 
doesn't really belong there.

I'd say you should go to the usability list first. You don't need to 
present any code there. In fact it would be better to first have a 
discussion there about how to make the configuration easier and then 
starting to code. You should probably also have a look at 
usability.kde.org if you want to help making KDE easier to use.
