Had a similar problem once with a desktop Icon belonging to root while the 
executable was globally accesiable.  Which Icon are you using to launch 
Mozilla (desktop, or from inside the folder)??

This suggests to me a permissions issue. Have you tried doing a
# chmod +x /usr/bin/mozilla (do this as root).

Might help.
