I have the same problem and already submitted an appropriate bug report
(#44651, on July 3rd). So far I didn't receive an answer. It might help
if you report that you have the same problem (simply send a message to
44651 at bugs.kde.org). You can read my bug report here:

As I wrote in my report the problems started when I updated to OpenSSH
3.4. I don't think the problems are related to a change between KDE
3.0.1 and 3.0.2.

Renaming the file from <filename>.part to <filename> is no problem.
