I figured it out.  I have a startup file that I use to initially populate my 
workspaces.  It use -geometry (with an offset only) on all the konsoles it 
starts up; those all had the bad dimensions.  I worked around this by 
specifying a full geometry but I still think that it ought not work like 
this.
