Qt Designer is a Form editor, KDevelop is an IDE (integrated development 
environment)

With Designer you can create Dialogs and widgets.
With KDevelop you can create projects with automated autoconf/automake 
framework generation and do programming tasks.

Some developers prefer to create their widgets and dialogs manually 
inside their code, others use tools like Designer to create them..

Some developers prefer editors like emacs, vi, kate for programming, 
while others perfer to use tools liek KDevelop.

Any combination of the above tools possible.

I usually use Designer to create my widgets and use kate (at work) or 
kdevelop (at home) for the programming part.
