Preventing apps getting focus

Is it possible to prevent a certain application - xosview in my case - ever 
getting focus, or moving within the window stack? I thought I saw this option 
years ago, but can't find it now.

I'm using both KDE-2.2 and KDE-3.0.2 on several machines, so generic answers 
if possible. :)
