cvs-kdebase doesn't compile

Right, $KDEDIR should contain the target dir. 
After you did 
make install 
in kdelibs, this file should be on your system.

Try setting KDEDIR and KDEDIRS, then go to your source dir, 
cd kdelibs
cd kdoctools
make
make install

Watch for any errors.
