First guess: do you have the needed packages to support "DocBook"?
Specifically, it was looking for a DTD somewhere and didn't find it.
Without the DTD 'language' was not defined.
Or, it could be an error in the "index.docbook" file.
Did you get any error messages about "DocBook" when you ran the 
"configure" script?
