So, you do it like this (if you're using Linux):
1. Place the icon file in ~/.kde/share/icons/hicolor/16x16/
2. Reneme the icon file to the same name as the executable. The extension
(for example .xpm) is allowed to differ.
3. Add the directory of the executable file to your $PATH (in
~/.bash_profile) and specify only the command (not the full path) in
Klipper preferences.
I found in the mail archives that many peole complain about the Klipper
actions. It is, of cource, annoying if it covers half of your screen for 8
seconds with a list of programs you never use, but it works well if you
have it show only one or two programs that you do use.
