As of Qt2/KDE2 the interfce designer of choice is Qt Designer.

As for the integration:
if you click on a ui file in KDevelop it usually opens Designer 
automatically.
I think nobody is currently working on a replacement.
Qt Designer is very good for it's job and usually you don't replace a 
tool that can already handle it's task well.

Anyway, for developer questions kde-devel would be better suited than the 
user list.
KDevelop has it's own mailinglist or webforum IIRC, but usually kde-devel 
can help too.
